This is not an official site of the Belgian Hang Gliding and Paragliding Association, but flying here seems tolerated. In summertime, to keep things safe and to avoid accidents, please do not fly if seaside visitors are lying on the beach or if it is crowded. The local police regulations can be found online at http://inwoner.koksijde.be/algemeen_politiereglement/default.aspx?id=1024&pg=1211 but currently nothing about paragliding is mentioned there.
